Nebius supercompute construction (started 2024, ~US$140m) is Israel's main attempt to close the national-compute gap. The build is co-funded with Nebius (formerly Yandex N.V., now a Netherlands-listed AI infrastructure company). First usable training compute is expected 2025-2026. Assessment: the build is necessary but not transformational — at ~US$140m Israel is still a lagged player in sovereign compute. Local AI researchers will continue to depend significantly on AWS / Azure / GCP, with Nebius mainly addressing data-residency and political-neutrality concerns rather than absolute compute scale.
