Singapore's core AI strategy is uniquely "toolised governance + tech-giant amplification": (1) NAIS 2.0 (December 2023) lays out a "3 systems / 10 enablers / 15 actions" framework with S$2bn+ government commitment over three years; (2) AI Verify (IMDA 2022, upgraded to AI Verify Foundation 2023) is the world's first open-source testable AI governance toolkit, adopted as a reference by OECD and used by 100+ companies globally; (3) Model AI Governance Framework (2019/2020) is the voluntary enterprise ethics framework that OECD AI Principles directly cited; (4) industrial track runs through AI Singapore (AISG, S$500m+ cumulative since 2017), GovTech (government deployment), MAS (financial AI). Assessment: Singapore optimises for "trust export" rather than frontier-model production. The strategy is realistic about size — Singapore cannot compete with US/China on compute or model scale, so it competes on governance, deployment maturity, and trusted-neutral positioning.
