Detail
AI Taiwan Action Plan 2.0 was released by NSTC in 2023, covering 2023-2026. Cumulative FY23-25 government appropriation is roughly NT$42bn (FY23 NT$13.1bn + FY24 NT$12.1bn + FY25 NT$15.7bn). 2.0 layers "industrial applications" and "international cooperation" on top of 1.0's five pillars. Assessment: 2.0 marks Taiwan's pivot from "research-driven" to "industry-driven" AI — the FY25 jump to NT$15.7bn (+30% YoY) signals an intentional acceleration. But NT$15.7bn ≈ US$500m, just 0.06% of Taiwan's ~US$800bn GDP — not large in absolute terms; TSMC and similar private capex remains the real bulk of "AI spend in Taiwan".
