各位同仁:

前言

感谢邀请。这是一场由 HTX——新加坡内政队(Home Team)的科技使能机构——主办的活动——主题不出意外是「公共安全」。

和世界其他地方的同行一样——新加坡内政队认识到——技术正在改变公共安全的格局。罪犯在以从未想象过的方式利用技术。因此——执法机构必须理解技术如何被滥用——但这还不够。我们也必须具备「用技术对抗犯罪、为人民做得更好」的能力。

世界各地的「打击犯罪者」应当彼此学习、互相帮助、把技术(尤其是 AI)用得更好。这与时任副总理黄循财在 2023 年 12 月推出的更新版《国家 AI 战略》愿景一致——「AI 服务公共利益——为新加坡,也为世界」。

活动主题——内政队 × AI

我很高兴 HTX 首次举办「AI TechXplore」——并向参加「Careers@HTX」的潜在求职者突出这部分工作。

通过这种方式——你们传递了一个强烈信号:AI 将成为改造内政队运作的「关键力量倍增器」。但与此同时——这并不意味着我们不再需要人才完成使命。恰恰相反——是「内政队官员 + AI」的组合,才能真正交付更高水平的公共安全。

我也很高兴 HTX 一直走在「为公共利益使用 AI」的前沿——稳步积累 AI 用例。近一年前——HTX 宣布将招募并培育一支 500 人的 AI 队伍——并为 AI 项目预留 4 亿新元。招募已聚集良好动能——HTX 将在年底前把 AI 队伍扩展到 300 人。同时——内政队中已经识别出 300 多个 AI 用例——首批运营中的部署预计在今年底完成。内政队预期 AI 将增强运营效能、改善官员的使用体验,并在许多用例中带来约 30% 的生产力提升——这一数字有上下范围,我看到的某些案例甚至可达 100%。但若按目前在跟进的用例做平均——约 30%。

换句话说——HTX 在为内政队构建新的 AI 加持能力上取得了显著进展——你们今天会在 AI TechXplore 看到其中的一部分。

推进 AI 的边界

为进一步加强内政队在下一波 AI 发展中的能力——HTX 将对「具身 AI 与人形机器人」进行战略投资。这一承诺将以即将于 2026 年第二季度启动的「内政队人形机器人中心」(H2RC, Home Team Humanoid Robotics Centre)为依托。H2RC 将推动 AI 的边界,并获得 1 亿新元的重大投入。它将是一个开拓性的研究设施——HTX、产业界、学界的机器人专家与 AI 实务者将在这里汇合,塑造公共安全机器人技术的下一前沿。这一倡议标志着内政队机器人能力发展的根本转变——从今天的「预编程系统」,到明天的「能移动、能思考、能自主行动以保护并拯救生命的生成式 AI 智能平台」。

随着能力更先进——我们预期把这些机器人部署到更广的危险场景——这些是过去常常让我们的警员面临生命危险的场景:危险品处理、高风险环境穿越、消防,以及世界各地的灾后搜救行动。这些能力有可能从根本上改造内政队的运营。

但即便 HTX 在推进 AI 发展边界——内政队也承诺以负责任的方式开发和部署 AI。第一——MHA(内政部)修订版《AI 治理框架》与配套的《AI 治理手册》将确保我们的 AI 系统以伦理且安全的方式开发。第二——我们投资于「负责任 AI 实践」的研发——比如 HTX 的「WhiteBox」平台——在部署前严格测试与验证 AI 方案。

借力合作推进 AI 能力

幸运的是——HTX 在「全力发掘 AI 潜能并放好必要安全护栏」这条路上并不孤单。

在「让新加坡与新加坡人安全」的使命中——稳健的合作让 HTX 构建出远超其自身资源约束的能力。这些合作在 AI 基础设施、AI 平台、生成式 AI 模型开发、智能体 AI 等领域尤其重要。为此——HTX 已与 AI 领域顶尖玩家——Google、Microsoft、Mistral AI、Firmus——签署合作工具;并继续与新科工程(ST Engineering)、NCS、新电信等本地行业领导者深化既有合作。

与 Mistral AI 的合作已开始呈现早期成果。在今天的 AI TechXplore 上——HTX 将发布「Phoenix」——一款由 HTX 与 Mistral AI 工程师在「内政队词汇库」上预训练的大语言模型。简而言之——Phoenix 听得懂我们的「行话」。它在基准测试上达到了与同等规模前沿模型相当的优秀结果——并且不会被新加坡式与内政队式的术语轻易绕晕。在我们内部彼此交流时——我们有一种「语言模型」——重要的是——这款 AI 模型必须把握我们的语言,才能在我们的语境里产出相关结果。也很棒的是——Phoenix 也能掌握新加坡的主要语言——包括马来语(Bahasa Melayu)与泰米尔语(Tamil)。Phoenix 将构成内政队 AI 能力的「大脑」——确保支撑内政队能力的 AI 熟悉新加坡与内政队的语境。

INTRODUCTION

Thank you for inviting me. Since this is an event organised by HTX, which is the tech enabler of the Home Team in Singapore, the subject matter is unsurprisingly “public safety”.

Like its counterparts elsewhere in the world, the Singapore Home Team appreciates how technology is changing the landscape for public safety. Criminals are exploiting technology in ways never before imagined. As a result, law enforcement agencies must understand how the technologies are being misused. That is not enough. We must also have the capabilities to use technology to fight crime and do better for our people.

Crimefighters everywhere should learn and help each other make better use of technology, in particular, AI. This would be in line with the vision of our refreshed National AI Strategy launched by then Deputy Prime Minister Lawrence Wong in December 2023, which is to use “AI for the Public Good, for Singapore and the World”.

EVENT THEME – HOME TEAM X AI

I am very glad that HTX is organising its Artificial Intelligence (AI) TechXplore for the first time and highlighting this aspect of your work to prospective recruits attending Careers@HTX.

By doing so, you are sending a strong message of how AI will become a critical force multiplier to transform the Home Team’s operations. And yet at the same time, this does not mean that we will no longer need human talents to accomplish our mission. On the contrary, it is the combination of Home Team Officers and AI that can truly deliver higher levels of public safety.

I am also glad that HTX has been at the forefront of using AI for the public good and steadily building up AI use cases. Almost a year ago, HTX announced its intention to hire and groom a 500 strong AI workforce and to set aside a S$400 million budget for AI projects. Recruitment has gathered good momentum and HTX is on track to grow its AI workforce to 300 by the end of this year. Concurrently, more than 300 AI use cases across the Home Team have been identified and the first batch of deployments in operations are expected by the end of this year. The Home Team envisages AI to enhance operational effectiveness, improve officers’ user experience and achieve productivity gains of around 30% in many of the use cases. There is a range – sometimes, productivity gains in examples that I have seen can be as high as 100%. But if you average them out based on the current use cases that we are following up on, the average is about 30%.

In other words, HTX has made remarkable progress in building new AI-powered capabilities for the Home Team, and you will see some of them at the AI TechXplore today.

PUSHING THE FRONTIERS OF AI

To further strengthen the Home Team’s capabilities in the next bound of AI development, HTX will make a strategic investment in Embodied AI and humanoid robotics development. This commitment will be anchored by the new Home Team Humanoid Robotics Centre or H2RC , to be launched in the second quarter of 2026. H2RC will push the frontiers of AI and will also be supported by a significant commitment of S$100 million. It will be a pioneering research facility where roboticists and AI practitioners from HTX, industry, and academia will converge to shape the next frontier of robotics in public safety. This initiative marks a fundamental shift in the development of robotics capabilities in the Home Team – from today's pre-programmed systems to tomorrow's GenAI-powered intelligent platforms that can move, think, and act autonomously to protect and save lives.

With more advanced capabilities, we expect to deploy these robots to a wider range of hazardous scenarios, where our officers have often face risks to life and limb. These scenarios range from handling dangerous materials and navigating high-risk environments, to fighting fires, and assisting with post-disaster search and rescue operations around the world. These capabilities have the potential to fundamentally transform Home Team operations.

But, even as HTX pushes the boundaries of AI development, the Home Team is committed to developing and deploying AI responsibly. First, the revised MHA AI Governance Framework and an associated AI Governance Playbook, will ensure that our AI systems are developed ethically and safely. Second, we are investing in R&D of Responsible AI practices, such as HTX's WhiteBox platform to rigorously test and validate AI solutions before deployment.

LEVERAGING PARTNERSHIPS TO ADVANCE AI CAPABILITIES

Thankfully, HTX is not alone on the journey to fully exploit AI's potential for public safety while putting in the necessary safeguards.

In our mission to keep Singapore and Singaporeans safe and secure, strong partnerships help HTX build capabilities well beyond its own resource constraints. These are particularly important in AI infrastructure, AI platforms, GenAI model development, and Agentic AI. To this end, HTX has signed collaboration instruments with best-in-class players in AI: Google, Microsoft, Mistral AI, and Firmus; while continuing to strengthen existing collaborations with key local industry leaders such as ST Engineering, NCS and Singtel.

The collaboration with Mistral AI is already delivering early results. At today’s AI TechXplore, HTX will launch Phoenix, a Large Language Model pre-trained on the Home Team lexicon by HTX and Mistral AI Engineers. Essentially Phoenix understands our lingo. It has achieved excellent benchmark results comparable to frontier models of its size and is not easily confused by Singaporean and Home Team terminologies. Internally, when we speak with each other, we have a language model, and it is important that this AI model is able to grasp our language in order to be able to produce results that are relevant in our context. It is great that Phoenix can also grasp Singapore’s major languages including Bahasa Melayu and Tamil. Phoenix will form the “brain” for Home Team's AI capabilities, ensuring that the AI that powers Home Team capabilities is familiar with the Singaporean and Home Team context.

I would like to sincerely thank our industry and academic partners for walking this AI journey with us. Your support and collaboration have been key to HTX building AI capabilities at speed and scale, and the Home Team deeply appreciates it.

AI TechXplore showcases HTX's technological innovations in public safety. The innovative work on display is just the beginning. With the right talent, there's no limit to what we can achieve together, which is why the Careers@HTX fair is happening right here with the hashtag theme #WFH. This is not the usual ‘Work From Home’, but ‘Work For HTX’. We hope that this will inspire aspiring technologists who are seeking to make meaningful impact to public safety. We want to invite them to help us push the boundaries of what's possible in building and applying AI to public safety use cases. HTX is growing its AI workforce, and are hiring for over 150 positions across its AI R&D, AI Products, and AI Enablers teams. I encourage all those who are exploring avenues for career growth to consider the many roles available at HTX.
