EU AI Act alignment: as an EU member state, Estonia must comply with the EU AI Act (passed 2024, in force 2026). Specifically: (1) Estonia's Kratt AI Strategy sub-projects (e.g. Bürokratt) need re-assessment against EU AI Act high-risk standards; (2) Estonia's own AI Agent legal framework is already largely compatible with the EU AI Act, requiring relatively few adjustments; (3) as one of the most digitally proactive EU members, Estonia participates in drafting EU AI Act secondary regulations. Assessment: the EU AI Act is both a constraint and a lever — the constraint is compliance cost, the lever is frictionless access to the EU single market (450 million consumers). Estonia's "do first, regulate later" path means its compliance friction under the EU AI Act is the lowest among member states.
