The National Development Council (NDC) is Taiwan's cross-ministry industrial-policy and planning agency, managing the National Startup Fund and industrial-upgrading direction. AI-related roles: (1) designating AI as a national strategic industry; (2) coordinating the Ten Major AI Infrastructure Projects with NSTC and MODA; (3) the NDC fund as a venture source for AI startups. Assessment: NDC is a coordinator, not an AI executor. Under the AI Basic Act, NDC is not the competent authority, but it remains important in cross-ministry coordination on the Ten Major plan. This "non-lead but coordinating" role will weaken over time as AI policy migrates from industrial-policy framing (NDC's strength) to digital-governance framing (MODA's home turf).
