TSMC's advanced-node manufacturing is the "non-policy" foundation of Taiwan's AI strategy — TSMC holds de facto monopoly on advanced AI chips at 3 nm (mass production from 2024) and 2 nm (risk production from 2025). NVIDIA H100 / B200, AMD MI300, Apple's M-series, and Tesla AI chips are all TSMC-fabbed. Capex: ~US$32bn in FY24, ~US$42bn planned for FY25 — exceeding Taiwan's entire government AI commitment combined. Assessment: TSMC is not a government AI programme, but its presence gives Taiwan an irreplaceable position in the global AI supply chain. Singapore has no comparable asset; it can only fill the gap indirectly via governance leadership and hub status. Taiwan's policy efficiency does not change TSMC's manufacturing-side de facto monopoly.
