The AI Basic Act legislation is Taiwan's biggest 2025 AI governance event — passed at third reading on 23 December and promulgated by the President on 14 January 2026. The drafting process went through an early-2024 draft, multiple debate rounds in 2025, and cross-party compromise (DPP pushed promotion, KMT pushed regulation; the final text is a "principles framework + 24-month rule-making window"). Assessment: simply passing the law puts Taiwan ahead of Singapore — Singapore still has no formal AI statute. But execution is another story: the 24-month window means the period to end of 2027 is transitional, during which firms effectively operate on "voluntary compliance". Taiwan's governance "hardness" only fully materialises by 2027.
