International Scientific Exchange on AI Safety
Global AI safety scientific exchange convened alongside ICLR — now in its second edition — and the incubation platform for the Singapore Consensus.
The International Scientific Exchange on AI Safety (ISESEA) is co-hosted by IMDA and the Singapore AI Safety Institute, leveraging ICLR (the International Conference on Learning Representations) and convened annually in Singapore or in partner venues. ISESEA I in 2024 incubated the Singapore Consensus; ISESEA II in 2026 continues to refresh the consensus and extend research priorities. The conference is deliberately positioned as a three-way mix of "scientists + government + industry," avoiding the politicisation of purely diplomatic settings. This is the "soft entry point" of Singapore's international AI governance strategy — building depoliticised consensus through academic activity, then letting governments adopt it.
