Mila (Montréal Institute for Learning Algorithms) is operationally the most influential of Canada's three AI institutes — Yoshua Bengio's home base. Founded 1993, currently ~1 200 researchers. Mila's strategic significance lies less in its operational role than in its existence as a magnetic pole that pulled Bengio + 100+ top researchers to choose Canada over US offers. Assessment: Mila is the success story of the Pan-Canadian AI Strategy — the policy retained and amplified what already existed (Bengio's network at Université de Montréal) rather than building from scratch.
