Mila (Montréal Institute for Learning Algorithms) is operationally the most influential of Canada's three AI institutes — Yoshua Bengio's home base. Founded 1993, currently ~1 200 researchers. Mila's strategic significance lies less in its operational role than in its existence as a magnetic pole that pulled Bengio + 100+ top researchers to choose Canada over US offers. Assessment: Mila is the success story of the Pan-Canadian AI Strategy — the policy retained and amplified what already existed (Bengio's network at Université de Montréal) rather than building from scratch. This "amplify what's there" strategy is the most replicable lesson for other countries.
