Canada's 2024 Federal AI Budget added CAD $2.4bn for the AI ecosystem — by far the largest single AI commitment in Canadian history. Breakdown: CAD $2bn for the AI Compute Access Fund + Canadian AI Sovereign Compute Strategy; CAD $200m for Strategic Innovation Fund AI startup support; CAD $50m for CAISI; CAD $50m for AI workforce upskilling; CAD $100m for sectoral AI deployment. Assessment: the CAD $2bn sovereign compute line is the most consequential — Canada has long benefited from AWS / Azure / GCP regions in Toronto / Quebec, but no "sovereign" alternative existed. The Sovereign Compute Strategy will fund Canadian-owned AI compute facilities, accessible to academic and industry users. Whether this can reverse the brain-drain to US labs is the strategic test.
