Canada's CAD $1bn sovereign compute programme is the operational arm of Budget 2024's CAD $2bn compute commitment. Mechanism: government grants to build Canadian-owned AI compute centres, with priority access for Canadian researchers and startups. Comparable in framing to Hong Kong AICP (HK$3bn / Cyberport AISC) but at smaller scale. Assessment: CAD $1bn sovereign compute is small relative to AWS Toronto region capex but adequate for an academic anchor — Mila / Vector / Amii combined need ~10-30 PFLOPS for frontier research, which CAD $1bn can deliver. The strategic question is whether Canada Sovereign Compute will be open to foreign collaborators (international researchers visiting Mila) or strictly nationals — different choices create different geopolitical postures.
