Bürokratt, Estonia's government virtual assistant, is the flagship of the AI strategy. Developed by RIA (Information System Authority) since 2020 and launched in 2022. Tech stack: open-source Rasa NLU + an Estonian-language LLM fine-tune + X-Road government data integration. Functionality: 50+ government agency websites embed a Bürokratt entry point through which citizens can access 100+ public and information services by text or voice. Assessment: Bürokratt is one of the few national AI assistants to deliver a "single unified citizen channel" — closer to "conversational government" than Singapore LifeSG (which still leans on apps + API integration). But the Estonian-language LLM trails English frontier models by a wide margin, limiting Bürokratt's ability to handle complex tasks.
