AI Agent legal framework pioneer: Estonia passed legal amendments in 2019 formally defining the "digital assistant" legal status — AI systems may act on behalf of citizens for specific operations within government services. This is the world's first legal definition of an AI Agent. Coverage: tax filing, social benefit applications, health appointments and similar scenarios.
