FCAI (Finnish Center for Artificial Intelligence) is the flagship AI research centre, hosted by Aalto and Helsinki universities under Academy of Finland funding. Founded 2018, FCAI's distributed model includes 7 partner institutions and ~150 senior researchers. Functions: research execution, PhD training, public outreach (Elements of AI is partly attributed to the FCAI ecosystem), international collaborations (ELLIS network, EuroHPC). Assessment: FCAI is the operational research hub of Finland's AI strategy — its existence converts policy intent into actual papers, talent, and exportable assets. Without FCAI, Finland's AI strategy would be much more about literacy and government services and less about research depth.
