AI Finland was launched in 2017 as the world's first national AI strategy, with a 2019 update. Authored by the Ministry of Economic Affairs and Employment (MEE) under the Sipilä government. Three pillars: (1) AI for the public good (mass literacy, government services); (2) AI for enterprise productivity; (3) AI research excellence. Assessment: AI Finland 2017 is foundational for global AI policy because it was the proof-of-concept that a small state can produce a serious AI strategy. Singapore's NAIS 1.0 (2019), Korea's K-AI Strategy (2019), and the UAE's Strategy 2031 (2017) all post-date or share Finland's first-mover spirit. Finland's specific design choice — "literacy first" — has not been universally copied, which is interesting evidence that this priority is culturally specific.
