Finland's edge over Singapore is "mass AI literacy + first-mover narrative": (1) Elements of AI reached 1m+ learners across 110+ countries — a public-AI-literacy asset Singapore has never produced at comparable scale; (2) AuroraAI demonstrates a "life-event" AI public service model that Singapore LifeSG partly emulates; (3) AI Finland (2017) was the world's first national AI strategy, anchoring Finland's "first-mover" reputation; (4) FCAI's distributed model (Aalto + Helsinki + 7 partners) creates a "federated AI research" template. Weaknesses: small market (5.5m population), no AI champion firm post-Nokia, EU AI Act compliance burden, geographic / climate disadvantage for talent attraction (especially from Asia). Assessment: Finland and Singapore both win as "small high-trust digital societies", but Finland exports through narratives (Elements of AI) and Singapore exports through institutions (SNDGO + IMDA + AISG). The two are natural collaborators in democratic AI governance dialogue.
