FCAI (Finnish Center for Artificial Intelligence) is the Academy of Finland's AI Flagship, anchored at Aalto + Helsinki universities with 7 partner institutions. Founded 2018, with cumulative budget ~€80m through 2026. Research priorities: probabilistic ML, AI4Science, simulation-based inference, NLP for low-resource languages. FCAI Education programmes train ~500 PhDs and postdocs over the cycle. Assessment: FCAI's model — flagship distributed across multiple universities — proves that AI research excellence does not require concentration. This is structurally important for small states because it avoids "single-institution capture". Singapore's AISG model leans toward the opposite: anchor heavily at NUS + NTU.
