Hong Kong's real edge versus Singapore is the Greater Bay Area bridge — not a single technology lead, but a geopolitical combination. Concretely: (1) Cyberport AI Supercomputing Centre rolled out December 2024 and will progressively scale to around 3 000 PFLOPS, with mid-2025 average utilisation around 80%; (2) homegrown AI champions such as SenseTime and 4Paradigm are headquartered in Hong Kong, connecting the mainland market and international capital simultaneously; (3) the common-law system gives international firms a familiar legal environment. But the weaknesses are equally visible — fragmented regulation (DPO, PCPD, HKMA, ITIB each cover a slice), late-arriving national-level AI coordination (only solidified in 2024-25), and geopolitics constraining international talent and collaboration. Assessment: Hong Kong's 3 000 PFLOPS plan is a single hardware advantage, not a comprehensive AI lead; Singapore's governance-led posture is friendlier to "trusted AI exports". The two strengths do not overlap; future competition is more likely to be staggered across AI applications, governance, and compute.
