Promulgated by ITIB on 22 December 2022, the Innovation and Technology Development Blueprint is Hong Kong's first complete I&T roadmap. It names AI and data science one of four priority industries (the others: life and health tech, advanced manufacturing and new energy, fintech). The Blueprint's mechanism is "government spend + Greater Bay Area collaboration + university research commercialisation", with long-term targets such as R&D spend reaching 2% of GDP by 2032. Assessment: the Blueprint is a macro-guidance document, not a sector-specific milestone or budget plan — substantive AI movement only materialised with AICP and AIRDI in 2024-25. Its execution leverage depends heavily on subsequent annual budgets to top up resources, so as a standalone strategy its force is limited.
