Anthropic
Anthropic opened its fifth Asia-Pacific office in Singapore on 14 October 2026 and on the same day signed an MOU with the Ministry of Digital Development and Information (MDDI). The cooperation covers AI safety, security and model evaluation; research on AI adoption and its impact; and responsible adoption across the public and private sectors. Its work with Singapore began in 2023 in IMDA's Generative AI Evaluation Sandbox.
📖 What it is
Anthropic in Singapore (per Anthropic's 14 October 2026 press release):
- Office: Singapore is its fifth office in Asia-Pacific
- MDDI MOU: signed by MDDI Permanent Secretary Chng Kai Fong and Anthropic co-founder Ben Mann during Singapore International Cyber Week, witnessed by Minister Josephine Teo
- Scope: technical exchanges with Singapore's AI safety, security and assurance institutions on model evaluation, testing standards and incident response; AI skills, responsible SME adoption, and AI capability for public officers; sharing research and data with the Government, including from the Anthropic Economic Index
- Earlier work: joined the Generative AI Evaluation Sandbox run by IMDA and the AI Verify Foundation in 2023, then partnered on red-teaming in English, Mandarin, Malay and Tamil
- Local use: 1,500+ GovTech engineers and technical staff use Claude Code; the Cyber Security Agency is exploring Claude for cyber defence; DBS, GIC, Grab and Sea are users
🤖 Relation to AI
The point of Anthropic here is evaluation rather than product: the core of the MOU is technical exchange on model evaluation, testing standards and incident response.
This matches MDDI's 6 October parliamentary reply: the Government does not currently require pre-deployment access to frontier models, and instead builds information-sharing relationships with frontier labs while the Singapore AI Safety Institute builds its own evaluation capability. The Anthropic MOU is the first concrete instance of that approach.
🇸🇬 Relation to Singapore
In Anthropic's own data Singapore is a high-usage market: by its Economic Index, Singapore ranks second of 121 countries in Claude.ai usage relative to population, at nearly six times what its size would predict.
In the "seven transmission levers" framework:
- Lever 2 (Governance): technical exchange on model evaluation and testing standards
- Lever 5 (Government's own use): GovTech's use of Claude Code and AI capability for public officers
- Lever 6 (Diplomacy): a US frontier AI company signing a safety-evaluation partnership with the Singapore Government
