Temus is a digital transformation firm established by Temasek in April 2021 in partnership with digital services company UST, headquartered in Singapore with around 500 staff serving public agencies and private enterprises. In May 2026, with support from Digital Industry Singapore (DISG), it launched the AI Foundry — hiring, developing and deploying 50 Singapore-based AI professionals focused on production-grade AI delivery in financial services and precision health. Temasek Review 2026 lists it among the AI institutions Temasek has placed in Singapore.

📖 What it is

Temus positions itself as a "digital transformation delivery house": AI & data, application engineering, cloud infrastructure, consulting & design, and low code, with clients across healthcare, defence, financial services, education and government. Around 500 staff (2026), anchored in Singapore.

Two signature programmes:

  • Step IT Up (launched in Singapore in 2022): a "hire, place and train" talent-conversion programme — a four-month bootcamp for people with no coding background, fully sponsored, with guaranteed full-time employment on graduation. The model comes from partner UST's programme of the same name, first run in the US in 2014
  • AI Foundry (launched May 2026): with support from Digital Industry Singapore (DISG), hiring 50 Singapore-based AI professionals (AI architects, data scientists, ML engineers, product owners, full-stack/DevOps/UX engineers) to build AI accelerators, governance frameworks and enterprise delivery capabilities, starting with financial services and precision health — aligned with the sector picks of the National AI Impact Programme (NAIIP), and partnering with AI Singapore to bridge research and deployment

From October 2025 Temus has been stacking its AI bench: strategic partnerships with IMDA (TeSA skills acceleration + AI Verify Foundation), Peak3 (insurance AI) and Resaro (trustworthy AI assurance), plus a wave of managing-director hires from MOH, EY and AWS. In July 2026 it made a strategic investment in Philippines-based data science firm Thinking Machines to scale enterprise AI delivery across Southeast Asia.

🤖 Relation to AI

Temus's AI story is a slide from "digital transformation" into "AI delivery", and the AI Foundry is where that turn lands. It targets the industry-consensus "deployment gap": AI capability is moving fast while usability lags — plenty of experiments, few projects that reach production and produce business results.

The AI Foundry's three outputs:

  • People: a hire-develop-deploy pipeline of 50 local AI professionals
  • Tooling: reusable AI accelerators and governance frameworks
  • Delivery: moving clients' AI strategies from experimentation into production-grade projects

CEO Sng Ren Yeong frames the Foundry as an "enabler for the ecosystem" — not competing with centres of excellence (COEs) but helping COEs scale faster.

A take: Temus and Resaro are two pieces of the same game. The division of labour the two firms struck in October 2025 — Temus doing strategic advisory for AI governance, Resaro doing independent third-party assurance — covers both ends of whether an enterprise dares to use AI: how to build (delivery) and how to trust (testing). Add Aicadium on AI engineering, and Temasek has assembled three links of the enterprise AI adoption chain in Singapore.

🇸🇬 Relation to Singapore

Temus is one of the AI institutions Temasek has placed in Singapore per Temasek Review 2026, and the talent-side embodiment of the "AI-Proofing Our Portfolio / Supporting AI Diffusion" pillars.

In the transmission levers framework:

  • Lever 3 (talent): Step IT Up converts workers into digital roles; the AI Foundry builds an AI-professional pipeline; the TeSA partnership with IMDA plugs private training capacity into the national skills system
  • Lever 4 (deployment): the AI Foundry opens with financial services and precision health — in step with the flagship sector picks of the National AI Impact Programme (NAIIP)

A take: the AI Foundry is a small specimen of "national programme + sovereign capital" coordination — DISG (under EDB) backing, an AI Singapore partnership, sector picks aligned with NAIIP: a Temasek company embedding its commercial expansion into the national AI agenda. This fits Singapore's standing playbook: the government doesn't do delivery itself; state-linked commercial entities take the position.

Bottlenecks to watch: scale (a 50-person Foundry is a drop in the bucket against nationwide enterprise AI delivery demand), commercial sustainability (the cost structure of talent-conversion programmes leaves them dependent on government subsidy and Temasek-linked orders), and commoditised competition with the big consultancies (Accenture and the Big Four are all selling the same "experimentation to production" story).
