Cyberport Management Company is a wholly government-owned company set up in 1999 to operate the Cyberport campus, positioned as the "digital tech hub". AI-related activities: (1) operating the AI Supercomputing Centre (AISC), deployed in 2024, scaling to 3 000 PFLOPS; (2) running AICP compute subsidy disbursement; (3) incubating AI startups (Cyberport has incubated 2 000+ startups, with rapid GenAI startup growth in 2024-25); (4) co-operating the HKMA GenAI Sandbox. Assessment: Cyberport is the most active executor in Hong Kong's AI strategy — nearly every major AI move in 2024-25 (AISC, AICP, GenAI Sandbox) runs through it. Smaller than HKSTP in footprint but far more AI-concentrated, it is the single most informative node for tracking real progress in Hong Kong AI.
