AIRDI as a research project: positioned as "upstream R&D + midstream and downstream commercialisation + use-case expansion", with launch expected in 2026. Research priorities have not been publicly named, but the LegCo ITB Panel paper indicates focus on large models, AI for science, and cross-boundary data applications. The organisational model is expected to draw from Singapore AISG / Canada Mila / UK Turing Institute. Assessment: AIRDI's success will hinge on three variables — (1) whether an academically prestigious director can be hired; (2) whether HK$1bn over five years can attract 200+ researchers; (3) whether its relationship with local universities (HKU, CUHK, HKUST) is collaborative or competitive. These three variables decide whether AIRDI becomes an international AI research hub or just another local institute.
