The Smart Government Innovation Lab (Smart LAB) was established by OGCIO in 2019 and moved under DPO when DPO upgraded in 2024. Mechanism: "government bureau states a need → industry proposes a solution → the Lab funds a PoC → the bureau procures". By 2024, 100+ PoC projects had run, several of which evolved into full government services (iAM Smart platform, intelligent customer service, and others). Assessment: Smart LAB is Hong Kong's primary "government uses AI" channel — smaller and slower than Singapore's GovTech, but structurally similar, and one of the few AI delivery lanes that is genuinely operating. In the GenAI era its role will grow: government bureau GenAI pilots are most likely to land here first before spilling over into AICP.
