The HKMA Generative AI Sandbox was launched in October 2024 as part of the "Policy Statement on Responsible Application of AI in Finance", operated jointly with Cyberport. Mechanism: a controlled environment for banks to pilot GenAI use cases — HKMA relaxes some regulatory requirements and provides supervisory guidance, with participating banks running PoCs in an isolated setting. Application focus: risk management, customer service, compliance automation, document generation. Assessment: the sandbox lags Singapore by about a year (MAS launched Veritas in 2023), but the path is the same — it is the standard "finance-sector AI regulation + innovation" template, leaving Hong Kong limited differentiation room. The upside: tight integration with Cyberport AISC compute, which can shorten PoC cycles.
