The Innovation and Technology Fund (ITF), established in 1999 and administered by the Innovation and Technology Commission (ITC), aims to "support local companies in raising technology and innovation capability". Coverage is broad and not AI-specific; the AI share has not been disclosed. Funds flow each year through several thematic schemes (ESS, PSTS, TVP, etc.). Assessment: ITF is a general R&D pot, not an AI-spend indicator — counting the full HK$10 billion as AI investment would severely inflate the headline. The actual ITF spend on AI projects needs to be reconstructed from year-by-year project lists. This "headline number vs actual AI spend" gap is the most common pitfall when assessing Hong Kong's AI fiscal commitment.
