Issued by DPO on 15 April 2025, the Generative AI Technical and Application Guideline is a "GenAI patch" on the 2024 Ethical Framework, addressing GenAI-specific risks (data leakage, model bias, hallucination, prompt injection). It is an operational guide for government use of GenAI across procurement, deployment, usage, and monitoring. Assessment: response speed is competitive with Singapore's equivalent, but it remains a "guideline" — no mandatory audit, no penalties — limiting its force in accelerating GenAI rollout inside government. The PDF is publicly downloadable and enterprises can reference it but are not obliged to adopt. This "government demonstrates first, enterprises pick up voluntarily" diffusion model rises or falls on government adoption rate.
