Proposed in 2025, the "AI Plus" initiative is Hong Kong's local implementation of Beijing's "AI+" action (announced in the State Council's 2025 Government Work Report). The goal: diffuse AI applications into 8+ priority industries — finance, healthcare, education, smart city, and others. Execution leans on AIRDI (HK$1bn R&D anchor) + AICP (HK$3bn compute subsidy) + sectoral sandboxes (e.g. HKMA GenAI Sandbox) as pilot lanes. Assessment: AI Plus is a policy slogan plus funding-allocation framework, not a standalone strategy — its success depends on whether AIRDI opens on schedule in 2026 and incubates commercialisable projects, and whether AICP gets renewed after the initial three-year term. It is the textbook "Beijing alignment + local implementation" template.
