The UAE is the world's first country to elevate "national AI strategy" to a dedicated cabinet-level institution: (1) the AI Strategy 2031 launched in 2017 targets AI contributing 33.5% of GDP (~US$91bn); the same year Omar Al Olama was named the world's first AI Minister; (2) MBZUAI, the world's first dedicated AI university, was founded in 2019; (3) MGX was established in 2024 (targeting AUM of US$100bn, jointly held by G42 + Mubadala and chaired by Sheikh Tahnoun bin Zayed); (4) a US$15.2bn AI/cloud infrastructure partnership with Microsoft was struck the same year; (5) the Stargate UAE 1 GW data centre is being built with US partners. Assessment: the UAE's AI strategy is not policy-driven but capital-plus-royal-resolve-driven — MGX alone is roughly 50x Singapore's publicly disclosed government AI commitments. This scale buys an entry ticket to the AI era, but it cannot buy Singapore's reputation as a "trusted hub".
