The UAE's governance is "pro-innovation, light-touch": (1) no horizontal AI legislation; (2) primary tools are the 2022 AI Ethics Principles and the 2024 AI Charter (an updated governance-principles document); (3) the world's first AI Minister (Omar Al Olama) plus the UAE AI Office; (4) at the sectoral level, ATRC (Advanced Technology Research Council) coordinates R&D and a regulatory sandbox keeps a window open for innovation. Assessment: compared with Singapore's tool-centric, testable AI Verify, the UAE governance posture is "principles + voluntary" — closer to SG NAIS 1.0. The upside is low compliance friction; the downside is limited trust from international (especially EU) customers — once the EU AI Act fully lands, UAE exporters of AI services may need a dual-track compliance posture.
