The ASEAN Guide on AI Governance and Ethics was drafted under Singapore's leadership and formally adopted by the ASEAN Digital Ministers Meeting in February 2024 across all 10 member states. The guide is built directly on Singapore's Model AI Governance Framework — effectively the "regionalised version" of Singapore's governance template. Coverage includes: organisational governance, data governance, AI system lifecycle management, human-in-the-loop, and risk tiering. Singapore continues to hold the secretariat function through the ASEAN Working Group on AI Governance (WG-AI). This is a key lever in Singapore's strategy — turning its domestic governance standard into the regional default, so that foreign capital deploying AI in Southeast Asia naturally operates within boundaries defined by Singapore. Extension: the 2026 ASEAN Hanoi Declaration further deepens digital ministerial cooperation.
