The Responsible AI in the Military Domain (REAIM) Seoul Summit 2024 is the second edition in the REAIM series. As one of five co-hosts (alongside South Korea, the Netherlands, the UK, and Kenya), Singapore helped place the responsible use of military AI on the international agenda. The Summit adopted the Blueprint for Action — the first multilateral document to translate military AI governance into operational steps, covering: the position of humans in the command chain, the boundaries of autonomous weapons, the application of international humanitarian law to AI decision-making, and cross-border trust-building mechanisms. Singapore also chairs the REAIM Asia Regional Consultations, extending the dialogue across Southeast Asia. This is a flagship move in Singapore's "governance neutral zone" positioning, intervening on the most sensitive AI topic (military AI) — not through hard power, but through rule-drafting authority.
