ATRC (Advanced Technology Research Council) was established by the Abu Dhabi government in 2020 as the UAE's top body for frontier-tech R&D. It oversees: (1) Technology Innovation Institute (TII) — the developer of Falcon LLM; (2) ASPIRE — project management and commercialisation; (3) multiple vertical research centres (quantum, robotics, biotech).
