The AI Minister office and AI Office: in 2017 the UAE appointed Omar Sultan Al Olama as the world's first AI Minister (precise title: Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications). The AI Minister reports directly to the President's Office, supported by the UAE AI Office which coordinates AI policy across ministries. Olama remains in post as of 2025, embodying continuity for the UAE AI strategy. Assessment: the real significance of the AI Minister institution is not operational efficiency (the UAE cabinet is small, cross-ministry coordination is not inherently complex) but international signalling — elevating AI to cabinet rank earned the UAE seats in global AI governance dialogues (OECD AI Principles, G7 GPAI, UN AI Advisory Body). Singapore chose to skip the AI Minister but stand up SNDGO; different mechanism, similar end.
