Research, Innovation and Enterprise 2025 Plan
S$25 billion five-year R&D plan, with AI designated as a priority investment area.
Why it matters
RIE2025, with S$25 billion, established AI as a cross-domain enabling technology, but did not earmark a dedicated AI budget, with budget-scale transparency becoming a latent concern for future policy.

Overview
The RIE2025 plan covers 2021-2025 with a total commitment of S$25 billion — the largest R&D investment in Singapore’s history. AI runs across all four strategic domains as a core enabling technology. The plan supports national AI research programmes such as AI Singapore and funds AI talent development, fundamental research, and industrial applications.
RIE2025 strategic domains
- Manufacturing, Trade and Connectivity — advanced manufacturing, trade and logistics. AI shows up as industrial automation, predictive maintenance and supply-chain analytics.
- Human Health and Potential — healthcare, biomedical sciences and learning. AI in diagnostics, drug discovery and precision medicine.
- Urban Solutions and Sustainability — the built environment, energy, water and climate resilience. AI in grid, transport and building optimisation.
- Smart Nation and Digital Economy — the domain that carries AI directly: the national AI programmes, trust technologies and the digital economy agenda. AI Singapore sits here.
Cross-cutting horizontals (talent, foundational research, enterprise translation) span all four domains. The official overview is on the NRF website.
