3번 의원 얀 얌 송 의원이 외교부 장관에게 질문합니다: (a) 말레이시아가 페드라 브랑카 섬, 미들 록스, 사우스 레드지에 대한 싱가포르의 주권 관련 사건을 국제법원에 계속 제소할 의향이 있는지 여부, 그리고 이것이 페드라 브랑카 섬 및 그 주변 지역에서 싱가포르의 기존 및 계획 중인 개발·매립 사업에 영향을 미치는지 여부; (b) 만약 영향을 미친다면, 구체적으로 어떻게 영향을 미치는지.
판 원 팡 박사: 국제법원(ICJ)이 2008년 판결을 통해 페드라 브랑카 섬의 주권을 싱가포르에 판결한 이후, 싱가포르와 말레이시아 양측 모두 그 법원의 최종 판결을 수용하고 준수하겠다고 공개 선언했습니다. 국제법원 규정에 따르면, 판결이 내려진 날로부터 10년 이내, 즉 2018년 5월까지만 재심 신청을 제출할 수 있습니다. 현재까지 우리는 말레이시아가 국제법원에 계속 법적 소송을 제기할 의향에 관한 구체적인 정보를 받지 못했습니다.
그럼에도 불구하고 싱가포르는 말레이시아가 취할 수 있는 어떤 법적 조치에 대응할 준비가 되어 있으며, 페드라 브랑카 섬에 대한 우리의 주권을 단호히 수호할 것입니다. 페드라 브랑카 섬의 개발 및 매립 공사는 모두 싱가포르의 영해 범위 내에서 진행되고 있으며, 국제법에 부합합니다.

3 Mr Gerald Giam Yean Song asked the Minister for Foreign Affairs (a) whether Malaysia's intention to continue legal action at the International Court of Justice in the case concerning Singapore's sovereignty over Pedra Branca, Middle Rocks and South Ledge impacts Singapore's existing and planned development and land reclamation works in and around Pedra Branca; and (b) if so, how.
Dr Vivian Balakrishnan : After the International Court of Justice's (ICJ’s) judgment in 2008 awarding sovereignty over Pedra Branca to Singapore, both Singapore and Malaysia publicly announced that they will accept and abide by the Court’s decision, which is final. Under the Statute of the ICJ, an application for revision cannot be made after the expiry of 10 years from the date of the 2008 judgment, that is, May 2018. To date, we have not received any details from Malaysia regarding their intention to continue legal action at the ICJ.
Nevertheless, Singapore stands ready to deal with whatever legal action Malaysia may pursue, so as to robustly defend our sovereignty over Pedra Branca. The development and land reclamation works at Pedra Branca are carried out within Singapore Territorial Waters and in accordance with international law.
