최근 AI는 대중의 상상력을 사로잡고 있습니다. 이제 ChatGPT는 모두에게 친숙한 이름이 되었을 것입니다. OpenAI가 개발한 ChatGPT는 인간과 유사한 방식으로 대화를 나누고 글쓰기 콘텐츠를 신속하게 생성하는 AI의 능력을 선보였습니다. Microsoft와 Google 같은 기술 대기업들은 AI 열풍에 합류하여 AI 기반 검색 엔진을 도입하고 「인터넷 검색 전쟁」을 재점화하고 있습니다.

기성 기술 기업들을 넘어, 스타트업이 만들어낸 AI 기반 도구들도 폭발적으로 늘어나고 있습니다. AI 기반 동영상 제작 도구, 자동 음악 생성기, 복잡한 법률 용어를 일반인이 이해할 수 있도록 자동으로 쉽게 풀어주는 AI 도구, 심지어 사진 속 얼굴에 움직임을 부여하는 도구에 이르기까지 그 종류도 매우 다양합니다.

AI는 의료, 교통, 금융, 교육, 나아가 정부에 이르기까지 다양한 분야를 혁신하면서 우리 사회와 인력 구조를 재편하는 핵심 원동력이 되었습니다. 실제로 제가 방금 낭독한 이 연설문의 일부도 ChatGPT의 도움을 받아 작성되었습니다!

기업들 역시 혁신과 생산성 향상을 위해 AI를 도입하고 있습니다. 금융 분야에서는 이러한 사례를 다양하게 찾아볼 수 있습니다. 은행들은 방대한 데이터를 처리하여 시장 동향, 환율, 주식을 예측하는 데 AI를 활용하고 있으며, 사기 거래 탐지에도 이를 사용합니다. 또한 AI는 계좌 잔액 조회, 비밀번호 재설정과 같은 반복적인 업무를 자동화하는 동시에 고객에게 대화형 뱅킹 경험을 제공하는 데에도 활용되고 있습니다.

최근 Forbes[^1] 기사에서는 은행들이 생성형 AI를 활용하여 고객의 뱅킹 행동을 바탕으로 새로운 고객 세그먼트를 생성하고, 고객과 상담 직원 간의 대화를 분석해 상품을 업셀링하거나 교차 판매하고 있다는 점을 조명했습니다. 최근 몇 달 사이 AI에 대한 관심이 높아졌지만, AI 기술 자체는 새로운 것이 아닙니다. 제가 25년도 더 전에 컴퓨터를 공부할 당시에도 머신러닝과 AI에 대한 논의가 이미 존재했지만, 최근 몇 년 사이 비약적으로 발전하였습니다. 실제로 정부 역시 AI를 중요한 변화의 원동력으로 주목해왔으며, 2019년부터 국가 AI 전략(National AI Strategy, NAIS)을 시행해오고 있습니다.

해당 전략 하에서 AI 인재 육성은 id[1] 보고서 전체 명칭: McKinsey's 「State of AI in 2022」entified as a priority 우선과제로 선정되었습니다. 이후 우리는 상당한 진전을 이루었습니다. TechSkills Accelerator(TeSA) 이니셔티브는 2016년 이후 2,600명 이상의 인력을 AI 및 데이터 분석 직종에 배치하고 교육해왔습니다.

Amazon, Meta, Twitter 등 대형 기술 기업들의 최근 감원 소식을 접한 일부 싱가포르 국민들은 기술 분야에서 좋은 취업 기회가 있는지 제게 묻기도 했습니다. 제 개인적인 견해로는, 특히 AI 전문성을 갖춘 인력에 대한 수요가 매우 높으며, 금융 서비스, 물류, 의료와 같은 분야에서 그 수요는 앞으로도 계속 성장할 것으로 봅니다.

예를 들어, McKinsey의 최신 「State of AI[^2]」 보고서는 전 세계적인 기술 인재 부족 현상이 「완화될 기미를 보이지 않는다」고 강조하며, 이로 인해 일부 기업들의 업무 프로세스 AI 도입 계획에 차질이 빚어지고 있다고 지적했습니다. 최근 Bloomberg 보도 역시 ChatGPT와 같은 AI 기반 프로그램의 등장 이후 기술에 대한 관심이 급증하면서 전 세계적으로 AI 인재 부족이 심각한 수준에 이르렀음을 조명했습니다.

정부는 우리 인력이 AI 분야의 기회를 포착하는 데 필요한 역량을 갖출 수 있도록 산업계와의 협력을 지속할 것입니다. 이에 저는 인공지능 및 데이터 분석(Artificial Intelligence and Data Analytics, AIDA) 인재 개발 프로그램의 출범과, 해당 프로그램을 지원할 AIDA 인재 컨소시엄의 발족을 발표하게 되어 기쁩니다. 인재 개발 프로그램은 금융 분야의 AIDA 인재 공급 확대를 목표로 하며, 이는 2021년 출범한 국가 금융 AI 프로그램(National AI Programme in Finance)의 일환입니다.

인재 개발 프로그램의 성공을 위해서는 정부와 산업계가 긴밀히 협력하여 해당 분야의 구체적인 수요를 파악하고, 현재의 격차를 해소할 맞춤형 접근 방법을 마련해야 합니다. 바로 이 역할을 인재 컨소시엄이 담당합니다. 다양한 금융기관, 전문 교육 기관, 고등교육기관(Institutes of Higher Learning, IHL)으로 구성된 컨소시엄은 AIDA 관련 다양한 직종에서 금융 분야가 필요로 하는 인재 수요를 MAS에 제공할 것입니다.

컨소시엄을 통해 MAS는 IHL 및 교육 기관과 협력하여 현재의 기술 격차를 해소할 특화 프로그램을 개발할 수 있게 됩니다. 컨소시엄의 또 다른 부가가치는 교육 및 학습에 활용할 수 있는 실제 사례 연구와 같은 실용적인 자료를 개발할 수 있다는 점입니다.

현재의 AI 인재 제약을 해소하기 위한 올바른 개입 방안을 도입하려면 이러한 정부-산업계 파트너십이 필수적입니다. 이 같은 플랫폼을 통해 MAS는 금융기관(FI) 및 관련 이해관계자들과 협력하여 교육 개입 방안을 강화하고 공동으로 기획함으로써 교육 과정의 산업 연관성을 높일 수 있을 것입니다.

Ladies and gentlemen

Recently, AI has captured the public’s imagination. We would all be familiar by now with ChatGPT. Developed by OpenAI, it has demonstrated AI’s ability to seemingly engage in human-like conversations and quickly generate written content. Tech giants like Microsoft and Google have jumped on the AI bandwagon, introducing AI-powered search engines, and reigniting the “Internet Search Wars”.

Beyond the established tech companies, there is also a proliferation of AI-powered tools created by start-ups, ranging from AI-powered video creation tools, automated music generators, an AI tool that automatically simplifies complex legal language into something that laymen can understand, and even a tool that allows you to animate the faces in photos.

AI has indeed become a driving force in reshaping our society and workforce, and has revolutionised various sectors, from healthcare and transportation to finance and education, and even Government. In fact, part of my speech that I had just read was composed with the help of ChatGPT!

Businesses are also turning to AI to drive innovation and productivity. We see many examples in the financial sector. Banks leverage AI to process large amount of data to predict the market trends, currencies and stocks, as well as for fraud detection. AI is also used to automate routine tasks such as account balance inquiries and password resets, while providing customers a conversational banking experience.

More recently, a Forbes[^1] article highlighted that banks are using generative AI to create new customer segments based on their banking behaviour and to analyse conversations that between a customer and the support agent in order to upsell or cross-sell products. While we see an increased attention to AI in recent months, AI technology is not new. When I studied computers more than 25 years ago, there was already discussion around machine learning and AI, but it has really taken off in recent years. In fact, the Government itself has been looking at AI as an important force for transformation. It has implemented the National AI Strategy (NAIS) since 2019.

Under the strategy, the development of AI talent was id[1] Full name of report: McKinsey’s “State of AI in 2022”entified as a priority. We have since made good progress. The TechSkills Accelerator (TeSA) initiative has placed and trained more than 2,600 individuals in AI & Data Analytics job roles since 2016.

AISG has also partnered companies to train mid-career Singaporeans to take up good AI-related jobs. Over 230 AI apprentices have been trained under AISG’s AI Apprenticeship Programme, with about 90% receiving more than two job offers and recent batches receiving salary increases of close to 25% of their last drawn salary. To meet strong demand from both industry and Singaporeans, AISG plans to double the number of AI apprentices trained over the next five years.

Some Singaporeans - who heard about recent layoffs by big tech companies like Amazon, Meta, and Twitter - asked me if there are good opportunities in the tech sector. My own view is that there is great demand, especially for those with AI expertise, and that demand will continue to grow, especially for those in domains like financial services, logistics and healthcare.

For example, McKinsey’s latest “State of AI[^2]” report highlighted that the global tech talent shortages show “no sign of easing”, which is impacting some companies’ plans to adopt the technology for their work processes. A recent Bloomberg report also highlighted the acute shortage of AI talent around the world, resulting from the increased interest in the technology following the introduction of AI-powered programmes like ChatGPT.

Government will continue to partner the industry to ensure that our workforce have the necessary skillsets to seize such opportunities in AI. I am therefore happy to announce the launch of the Artificial Intelligence and Data Analytics (AIDA) Talent Development Programme, and the AIDA Talent Consortium, which will support the programme’s work. The Talent Development Programme aims to increase the supply of AIDA talent in the financial sector. This is part of the National AI Programme in Finance which was launched in 2021.

For the Talent Development Programme to succeed, Government and industry need to work closely together to understand the specific needs of the sector in order to introduce targeted approaches to close current gaps. This is where the talent consortium comes in. Consisting of various financial institutions, established training providers, and Institutes of Higher Learning (IHLs), the consortium will inform MAS of the talent needs of the financial sector in various AIDA-related roles.

Through the consortium, MAS will also be able to work with IHLs and training providers to develop specific programmes to address current skills gaps. Another value-add of this consortium would be its ability to develop practical resources such as real-world case studies for training and learning.

Such Government – Industry partnerships are essential to ensure that the right interventions are introduced that would address current AI talent constraints. Such a platform would allow MAS to work with FIs and stakeholders to enhance and co-curate training interventions to improve the industry relevance of curriculums.

In conclusion, I wish MAS and the members of the AIDA Talent Consortium a meaningful and successful partnership. The opportunities are immense for Singapore to be a talent hub of innovation and vibrancy that is relevant to the global marketplace. Industry and Government partnerships are going to be very critical. By working together, we can create a vibrant ecosystem for AI talent, innovation and experimentation, and create many good jobs and opportunities for Singaporeans, in this Little Red Dot.
