산업 디지털 플랜(Industry Digital Plan, 이하 IDP)은 2017년 정보통신미디어개발청(IMDA)이 각 산업 분야의 기업, 특히 중소기업(SME)의 디지털화 여정을 지원하기 위해 수립하였습니다. IDP는 기업들이 자신의 필요와 디지털 성숙도 단계에 맞는 디지털 솔루션을 파악하고 도입할 수 있도록 단계별 지침을 제공합니다.
6년이 지난 현재, 업계의 의견을 반영하여 20개 이상의 IDP가 개발되었습니다. 이러한 플랜들은 싱가포르 내 약 90,000개의 중소기업(SME)에 혜택을 제공하였습니다.

그러나 방금 찬 회장께서 지적하셨듯이, 경쟁 환경과 경쟁자들은 멈추어 있지 않으며 기술은 빠르게 진화하고 있습니다. 이에 우리는 IDP를 최신 현황에 맞게 업데이트하고 있습니다.
첫째, IDP는 기업, 산업 분야, 그리고 우리 근로자들에게 잠재적으로 혜택을 줄 수 있는 파괴적 기술을 포함한 최신 기술 발전 동향을 반영할 것입니다. 그 대표적인 예가 바로 AI입니다.
둘째, 우리는 기업들이 사이버 보안을 유지할 수 있도록 IDP에 사이버 보안 및 데이터 보호에 관한 새로운 로드맵을 포함시킬 것입니다. 이 로드맵은 기업들이 디지털 성장의 각 단계에서 도입할 수 있는 사이버 도구와 데이터 보호 관행을 안내합니다. 이는 법률 및 의료 분야와 같이 기밀 및 민감한 정보를 다루는 분야에서 특히 중요합니다.
셋째, IDP는 근로자들이 직장에서 디지털 도구를 활용하는 데 필요한 역량을 갖출 수 있도록 더욱 강조점을 둘 것입니다. IDP 내의 디지털 역량 훈련 로드맵을 업데이트하였습니다. 기업들은 이 로드맵을 참고하여 교육 필요성을 파악하고 직원 역량 강화 계획을 수립할 수 있습니다.
AI와 같은 신흥 기술은 기업과 우리 인력이 더욱 쉽게 접근할 수 있게 되고 있습니다. 예를 들어, 싱가포르 법률 사무소(Singapore Law Practices, 이하 SLP)의 업무 방식이 재편되고 있으며, 여기에는 법률 전문가들이 법률 리서치를 수행하고 계약서를 작성하며 법률 서비스를 제공하는 방식도 포함됩니다.
AI는 SLP들이 사용하는 많은 LegalTech 솔루션에 내재되어 업무 흐름을 간소화하고 생산성을 향상시키며 의사결정을 개선하는 데 기여하고 있습니다. 기업들이 업무에 AI를 실험하고 활용하는 모습을 보니 매우 고무적입니다.

싱가포르 법학원(Singapore Academy of Law)과 IMDA는 법률 리서치를 혁신하기 위해 협력하고 있습니다. 자연어 검색과 같은 기능을 디지털 도구에 통합함으로써 법률 리서치에 소요되는 시간을 줄이고 생산성을 향상시키며, 직원들이 보다 부가가치가 높은 업무에 집중할 수 있도록 시간을 확보할 수 있는 잠재력이 있습니다.
앞서 말씀하신 내용에 동의하며 마무리하고자 합니다. 이번은 법조계와 전문 서비스 분야에 있어 중요한 이정표입니다. 전반적인 산업 분야별 계획의 일환으로 IMDA는 다른 업계 파트너들과도 협력하여 더 많은 IDP를 출범시킬 예정입니다. 예를 들어, 새로운 관광 분야 IDP가 곧 출범할 예정이며, 보안 분야 및 소매 분야 IDP도 갱신될 예정입니다. 이러한 산업별 이니셔티브는 IMDA가 수년간 추진해 온 SMEs Go Digital 프로그램과 같은 생태계 프로그램을 보완합니다.
또한 2024년에는 Digital Enterprise Blueprint를 출범시켜 기업 디지털화의 다음 단계를 제시하는 종합적인 로드맵 안에 우리의 다양한 노력을 통합할 계획입니다. 이를 통해 우리 기업들이 디지털 세계에서 경쟁력을 유지하고 근로자들에게 새로운 기회를 보장하며, 온라인에서 사이버 안전을 지켜나갈 것입니다.

Colleagues and friends
I am delighted to join you here today to launch the Legal Industry Digital Plan together with my Parliamentary colleague, Madam Rahayu.
The Industry Digital Plan or IDP in short, was conceived in 2017 by the Infocomm Media Development Authority (IMDA) to support businesses, in particular SMEs across industry sectors in their digitalisation journey. The IDP provides a step-by-step guide for firms to identify and adopt digital solutions that are relevant to their needs and for their stage of digital maturity.
Six years on, more than 20 IDPs have been developed with inputs from the industry. These plans have gone on to benefit some 90,000 SMEs in Singapore.
The digitalisation of our enterprises is making good progress. More than 9 in 10 enterprises have adopted at least one digital technology in 2022 compared to only around 7 in 10 enterprises in 2018.
Besides benefiting the firms, digitalisation contributed significantly to our economy. The value-added from digitalisation in the rest of the economy has also demonstrated robust growth, increasing from S$38.6 billion in 2017 to S$72.8 billion in 2022, equivalent to a compound annual growth rate (CAGR) of 13.5% per annum.
However, as Mr Chan pointed out just now, our competition and competitors are not standing still, and technology is evolving rapidly. We are updating our IDPs to be relevant.
First, IDPs will incorporate the latest technological developments, especially disruptive technologies that can potentially benefit firms, sectors, and our workers. One example is AI.
Second, we will ensure that our IDPs include a new roadmap on Cybersecurity and Data Protection to help our firms stay cybersecure. This roadmap will guide firms on the cyber tools and data protection practices that they could adopt at different stages of their digital growth. This is especially important for sectors handling confidential and sensitive information like the legal and healthcare sectors.
Third, our IDPs will place greater emphasis to ensure our workers are equipped with the necessary skills to use digital tools in their workplaces. We have updated the Digital Skills Training Roadmap in the IDPs. Firms can refer to the roadmap to identify training needs and make plans to upskill your employees.
Emerging technologies such as AI are becoming more accessible to companies and our workforce. For example, the work of our Singapore Law Practices or SLPs is being re-shaped, including how legal professionals conduct legal research, draft contracts, and deliver legal services.
AI is infused in many LegalTech solutions used by SLPs to streamline workflows, reap productivity gains, and improve decision-making. I am very heartened to see firms experimenting and using AI in their practices.
For example, Rajah & Tann is now using Generative AI to integrate a ChatGPT-type Q&A interface into its Knowledge Management (KM) system called “Project Ask Mohan”. This AI-backed KM system, when ready, will allow employees to conduct precedent case searches with greater efficiency and less time, enabling them to focus more on strategic work.
Ghows LLC has started leveraging on AI solutions. Having incorporated the AI driven Document Review Software, this has helped employees finalise contracts in under an hour, saving several hours for most contracts.
Singapore Academy of Law and IMDA are collaborating to transform legal research. By integrating capabilities like natural language search to their digital tools, this has the potential to reduce hours spent on legal research, improve productivity, and freeing up time for employees to focus on higher-value work.
Let me conclude by agreeing with what was said earlier, that this is an important milestone for the legal fraternity as well as professional services. As part of the overall sectoral plans, IMDA will also be working with the other industry partners to launch more IDPs. For example, a new tourism IDP will be launched soon, as well as refreshing the security sector and retail sector IDPs. These sectoral initiatives complement other ecosystem programmes such as the SMEs Go Digital programme that IMDA has been working on for a number of years.
We will also be launching the Digital Enterprise Blueprint in 2024 to bring together our various efforts into a comprehensive roadmap that charts the next bound of enterprise digitalisation, ensuring that our firms remain competitive in a digital world, ensuring that our workers have new opportunities, while keeping ourselves cybersafe online.
