新加坡将与 WEF 及业界伙伴于今日在 AI 治理领域迈出重要一步。我们将携手构建一个可信赖的 AI 环境,引导各组织负责任地部署 AI。

新加坡的 AI 治理方针

上述努力建立在新加坡去年在达沃斯所分享内容的基础之上。去年在达沃斯,新加坡发布了《AI 治理模型框架》,旨在引导企业以负责任的方式大规模部署 AI。

该框架将道德原则转化为企业可自愿采纳的务实举措,并提供现成工具,助力企业以负责任的方式部署 AI。

一年过去,该框架已获得更广泛的认可与支持。

i. 我们一直与 WEF C4IR 合作推广《模型框架》的使用,包括在世界经济论坛平台上与本地及国际企业开展交流。ii. 来自不同行业的本地及国际企业已采纳或将其业务实践与该框架对齐。

今年在达沃斯,我很高兴宣布,新加坡正在 AI 治理领域迈出又一重要步伐。

我们将与合作伙伴共同发布三项 AI 治理举措,以进一步引导各组织负责任地部署 AI。这三项举措分别是:

i. 《组织实施与自我评估指南》(ISAGO) ii. 《模型框架》第二版 iii. 《用例汇编》

请容我逐一说明。

《组织实施与自我评估指南》(ISAGO)

作为新加坡与 WEF C4IR 合作推动 AI 与数据创新的一部分,我们共同开发了《组织实施与自我评估指南》(ISAGO)。

该指南将帮助各组织评估其 AI 治理实践与《模型框架》的契合程度,并提供大量实用的行业案例与实践,协助组织落实《模型框架》。

该指南在与业界密切磋商的基础上制定,汇聚了来自全球逾60家组织的贡献。

其中包括今日与我同台出席的 Microsoft 及 Suade Labs,以及 DataRobot、DBS Bank、KPMG、Google、Mastercard、Salesforce 和 Visa 等其他知名业界伙伴。

该指南将为未来的同行评估奠定基础。精通 AI 治理的专业人士可借助 ISAGO,引导各组织落实《模型框架》,或对其落实情况进行评估。

《模型框架》第二版

其次,我们持续完善《模型框架》,以跟上 AI 快速发展的步伐。第二版新增了各组织落实《模型框架》的真实实践案例,并纳入了负责任部署 AI 的更多考量因素,例如稳健性与可重现性。这是与国际业界及各国政府广泛磋商的成果。

目前,全球已有15家组织采纳或将自身实践与《模型框架》对齐。

《用例汇编》

事实上,我们还将与这些组织共同发布《用例汇编》,以补充《模型框架》第二版和 ISAGO。这些用例展示了来自不同行业、规模各异、本地与国际的众多组织如何落实或将其实践与《模型框架》对齐,充分体现了《模型框架》对于部署 AI 的组织的现实意义与实用价值。

我们相信,这三项 AI 治理举措将对有意部署 AI 的企业具有参考价值和实际意义。

这三份相互关联的文件是新加坡对全球 AI 伦理与治理议题讨论及发展持续作出的贡献。

我们期待与更多志同道合的伙伴携手合作,共同完善 AI 相关政策与标准的模型。

我们相信,这项工作将通过促进公私部门及所有利益相关方之间的信任与合作,为全球数字经济的下一轮发展铺平道路。

Good afternoon to members of the press and my fellow panel members. Delighted to be here at the joint press conference with WEF C4IR and industry partners.

Singapore, together with WEF and industry partners will be taking a big step forward today in AI governance. Collectively, we are building a trusted AI environment that will guide organisations to deploy AI responsibly.

Singapore’s Approach to AI Governance

These efforts build on what Singapore had shared last year in Davos. Last year in Davos, Singapore launched the Model AI Governance Framework to guide businesses to deploy AI at scale in a responsible manner.

This framework translates ethical principles into pragmatic measures that businesses can adopt voluntarily, and have a ready-to-use tool to help deploy AI in a responsible manner.

A year on, the Framework has gained further traction and support.

i. We have been working with WEF C4IR to promote the use of the Model Framework, including engaging companies locally and internationally on the World Economic Forum platforms. ii. International and local companies across diverse sectors have adopted or aligned their practices to it.

This year in Davos, I am pleased to announce today that Singapore is taking yet another step forward in AI Governance.

Together with our partners, we are releasing three AI governance initiatives to further guide organisations in deploying AI responsibly. These are the:

i. Implementation and Self-Assessment Guide for Organisations (ISAGO) ii. Second edition of the Model Framework iii. Compendium of Use Cases

Let me elaborate.

Implementation and Self-Assessment Guide for Organisations (ISAGO)

As part of Singapore’s collaboration with WEF C4IR to drive AI and data innovation, we have co-developed an Implementation and Self-Assessment Guide for Organisations (ISAGO).

This guide will help organisations assess the alignment of their AI governance practices with the Model Framework. It also provides an extensive list of useful industry examples and practices to help organisations implement the Model Framework.

The guide was developed in close consultation with the industry, with contributions from over 60 organisations across the globe.

These include Microsoft and Suade Labs who are here with me on the panel today, as well as other established industry partners such as DataRobot, DBS Bank, KPMG, Google, Mastercard, Salesforce, and Visa.

This guide will pave the way for future peer assessment. Professionals who are proficient in AI governance could use the ISAGO to guide organisations in implementing the Model Framework or assess the organisations’ implementation.

Second Edition of the Model Framework

Secondly, we continue to enhance the Model Framework to keep pace with rapid developments in AI. The second edition is enhanced with real-world, practical examples of how organisations have implemented the Model Framework. It also includes additional considerations for responsible AI deployment, such as robustness and reproducibility. It is the result of extensive consultation with industry and governments internationally.

Today, 15 organisations globally have taken up or aligned themselves to the Model Framework.

Compendium of Use Cases

In fact, together with these organisations, we are also releasing a Compendium of Use Cases to complement the Second Edition of the Model Framework and ISAGO. These Use Cases demonstrate how various organisations across different sectors – big and small, local and international – have implemented or aligned their practices with the Model Framework. This adoption demonstrates the relevance and practicality of the Model Framework for organisations deploying AI.

We believe that these three AI governance initiatives will be of interest and practical value to companies looking to deploy AI.

These three interlinked publications are Singapore’s continuous contribution to global AI discourse and developments on AI ethics and governance.

We look forward to engaging more like-minded partners, as we work collectively to strengthen the model for AI-related policies and standards.

This work, we believe, will pave the way for the next bound in global digital economy developments by fostering trust and strengthening collaboration between public and private sectors and also with all other stakeholders.
