1. 今天能与各位相聚,深感荣幸。

2. 正如许先生所提到的,近年来我们见证了技术领域的重大进步,尤其是在 AI 和 GenAI 方面。这些技术正在改变我们的工作方式,变革各行各业、各类岗位与职能。过去一年,我们观察到全球企业对于挖掘 AI 潜力表现出浓厚兴趣。我们本地企业同样必须做好准备,主动适应这些变化,从而充分把握提升生产力和改善业务成果的机遇。

3. 政府一直采取措施,推动企业和劳动者使用 AI。这是我们今年早些时候发布的《数字企业蓝图》(简称 DEB)的重点关注领域之一。我们的计划正在推进:第一,我们正在更新针对各行业的《行业数字化计划》(IDPs),为中小企业提供采用适当数字解决方案的逐步指引;第二,在条件允许的情况下,我们将为中小企业数字化计划(SMEs Go Digital)下所有预批解决方案引入 AI 功能。

4. 看到许多中小企业迎难而上、更积极地尝试 GenAI 解决方案,我深感欣慰。今年2月,资讯通信媒体发展局(IMDA)和新加坡企业发展局(EnterpriseSG)联合推出首届 GenAI 沙盒,吸引了逾150家企业参与。该沙盒为中小企业提供精选 GenAI 解决方案的实操体验,涵盖客户互动与营销内容创作两大领域。在3个月的沙盒期结束后,近80%的企业选择继续使用这些解决方案,令人鼓舞。这些解决方案此后已通过 CTO-as-a-Service 平台向所有中小企业开放。

5. 让我举几个鼓舞人心的例子。许多人都知道 Far East Flora 是新加坡最大的花木苗圃和零售商之一。他们起初在线上客户支持方面面临挑战。尽管其门店已部署了聊天机器人,但由于并非基于 GenAI,无法处理复杂的客户咨询,例如植物养护和护理建议,导致大量查询被转接至人工客服,每周累计占用人工多达21个工时。为此,Far East Flora 引入了 GenAI 聊天机器人,成功将人工工时减少67%,生产力提升50%。

7. 我们不会就此停步。我们持续评估企业和劳动力的动态需求,确保我们的工作持续切中要害、发挥实效。这包括推出新举措,以及扩大已有成效的现有项目。鉴于 GenAI 沙盒取得的成功,IMDA 将于下周推出 GenAI 沙盒2.0。

8. 在新一轮迭代中,中小企业可期待在新的业务领域使用 GenAI 解决方案:第一,能够快速搭建专业网站的网页设计工具;第二,能够通过自动化日常任务来加速招聘和入职流程的人力资源工具。我呼吁所有中小企业积极参与,善用这些工具和解决方案来发展业务、提升生产力,就像我们早前提到的诸多成功案例一样。中小企业可从下周一起在 IMDA 的 CTO-as-a-Service 平台上提交申请。

9. 要充分发挥 AI 对企业和劳动者的变革性影响,仅靠政府单打独斗是不够的。整个生态系统需要携手合作,共同提升中小企业的能力。通过《数字企业蓝图》,我们汇聚了政府机构、行业协会和业界参与者等各方利益相关者,他们承诺以各类举措支持我们的企业和劳动者。在下一阶段的 DEB 合作伙伴关系中,我们希望扩大覆盖范围,推动 AI 实验与应用的规模化发展。

10. 为此,我非常高兴地宣布星展银行(DBS)、新加坡企业发展局(EnterpriseSG)与 IMDA 三方合作计划正式启动。这一公私合营合作旨在推动 GenAI 解决方案的更广泛应用,帮助企业大幅提升生产力,改善工作质量和业务表现。

11. 通过与 DBS 的合作,我们得以借助其广泛网络触达逾5万家本地中小企业。未来两年,中小企业可通过 DBS 提供的便利渠道,从这一结构化计划中获益,具体包括:

a. 由 DBS 组织的线上资源、研讨会及活动,旨在加深对 GenAI 的理解;以及

b. 其次,中小企业可获得针对特定业务需求的 GenAI 解决方案建议。

Ladies and Gentlemen

A very good afternoon

1. It is a pleasure to join all of you here today.

2. As Mr Koh mentioned, we see a significant advancement in technology, especially in AI and GenAI in recent years. It has been transforming the way we do our work, transforming industries, jobs and different roles. Over the past year, we have observed interest from global enterprises seeking to harness the potential of AI. Our local enterprises too, must be prepared to adapt to the changes in order to take full advantage of the opportunities to improve productivity and business outcomes.

3. The Government has been taking steps to foster the adoption of AI among our businesses and workers. This was a key focus area in the Digital Enterprise Blueprint (or DEB in short) that we launched earlier this year. Our plans are underway: First, we are refreshing our sector specific Industry Digital Plans (IDPs) which provide SMEs with step-by-step guides on the right digital solutions to adopt. Second, we will AI-enable all pre-approved solutions under our SMEs Go Digital programme, where possible.

4. I am very heartened to see many SMEs stepping up to the challenge and being more open to experimenting with GenAI solutions. More than 150 companies participated in the first GenAI Sandbox launched by IMDA and EnterpriseSG in February this year. The Sandbox gives SMEs hands-on experience with curated GenAI solutions for Customer Engagement and Marketing Content Creation. Close to 80% of the companies have continued using the solutions after the 3-month sandbox period. This is encouraging. These solutions have since been made available on CTO-as-a-Service to all SMEs.

5. Let me cite some inspiring examples. Many of us know Far East Flora as one of Singapore’s largest nursery and retailer of flowers and plants. They initially faced challenges in providing adequate customer support online. Although a chatbot was already in place at their storefront, it was non-GenAI-powered and was not able to resolve complex customer queries, such as plant maintenance and care tips. This resulted in many queries being redirected to live agents, clocking up to 21 man-hours weekly. To address this, Far East Flora implemented a GenAI chatbot that enabled a remarkable 67% reduction in man-hours, and a 50% boost in productivity.

6. Another example is Jan&Elly, an English enrichment centre in Singapore. They found it difficult to curate and maintain an effective social media presence. Through the GenAI Sandbox programme, Jan&Elly adopted a GenAI-powered solution that could generate social media content based on their requirements. They achieved 50% time savings in content creation, increased website traffic and improved Search Engine Optimization (SEO) performance.

7. We are not stopping there. We are constantly assessing the evolving needs of our businesses and workforce and ensuring that our efforts continue to be relevant and beneficial. This includes undertaking new initiatives as well as scaling-up successful existing ones. Given the GenAI Sandbox’s success, IMDA will be launching the GenAI Sandbox 2.0 next week.

8. In this next iteration, SMEs can look forward to GenAI-enabled solutions in new business areas. First, web design tools that can quickly build professional websites. Second, HR tools that can accelerate hiring and onboarding processes by automating routine tasks. I urge all SMEs to participate and leverage these tools and solutions available to grow your business and boost productivity, like the many successful examples we cited earlier. SMEs can apply on IMDA’s CTO-as-Service platform from next Monday onwards.

9. To fully realise the transformative impact of AI on our businesses and workers, the Government cannot do this alone. The whole ecosystem needs to come together to uplift SMEs’ capabilities. Through the Digital Enterprise Blueprint, we brought together various stakeholders, including Government agencies, trade associations, and industry players, who have pledged their commitment to support our businesses and workers with various initiatives. In the next bound of our DEB partnerships, we want to amplify outreach and drive scale in AI experimentation and adoption.

10. Therefore, I am very happy to announce the launch of the partnership programme between DBS, EnterpriseSG and IMDA. This public-private partnership aims to facilitate wider GenAI solution adoption and help businesses supercharge their productivity and improve their quality of work and businesses.

11. The partnership with DBS will allow us to reach out to more than 50,000 local SMEs through their extensive network. Over the next two years, SMEs can benefit from this structured programme through DBS’ facilitated access to:

a. Online resources, workshops and events organised by DBS, and these activities are designed to build deeper understanding of GenAI; and

b. Secondly, SMEs can benefit from recommendations on GenAI solutions to address specific business needs.

12. I am very pleased to welcome DBS onboard as a pledge partner under the DEB, and thank DBS for their commitment in accelerating digital transformation among our SMEs. Please give them a round of applause. Thank you for being part of this journey.

13. Ladies and gentlemen, we stand on the precipice of a new technological era that is powered by GenAI technologies. It has immense potential to transform our industries and enhance human capabilities. It supports what we do. So I invite more businesses, especially many business leaders in this room to take that next step towards embracing AI and GenAI in your businesses to stay ahead of the competitive curve.

14. Technology, especially general-purpose technologies like AI and Gen AI, can allow us to overcome many of our constraints here in Singapore that many of our businesses, especially SMEs, face, such as a small domestic market, manpower constraints, outreach constraints, and the ability to scale quickly. So please make full use of the different initiatives that we have rolled out over the last few years, and more recently, through the Digital Enterprise Blueprint, to scale up your business, transform it and continue to be competitive and create many opportunities for Singaporeans.

15. To realize these opportunities, strong partnership is critical, and I welcome many more partners like the DEB pledge partners to join us together to build this ecosystem, continue to support our businesses and our workers in the next phase of digitalisation.

16. It's an exciting opportunity and has a lot of potential. As long as we continue to stay focused on leveraging technology wisely, responsibly and safely, I think we can all continue to benefit the technology that we adopt. I look forward to many more partnerships and working together with different partners to give our digital economy a wonderful, strong boost as we adopt technology in next phase of our economy development.
