Released by ITIB in December 2020, the Smart City Blueprint 2.0 covers 130+ initiatives with AI as a cross-cutting theme rather than a standalone pillar. Six application domains: smart mobility, smart government, smart living, smart economy, smart people, smart environment. The Smart Government Innovation Lab (smartlab.gov.hk) launched as an in-government AI use-case incubator alongside the Blueprint. Assessment: the Blueprint treats AI as a tool, not an objective; by 2026 the 2.0 version has gone 5+ years without an update, and its response to the generative AI era looks dated — this is part of why the GenAI Guideline appeared separately in 2025. Whether a 3.0 edition arrives and whether it carves out a dedicated AI track is a key signal to watch.
