感谢大家汇聚一堂讨论这一非常重要的议题。迄今为止,许多国家在推动人工智能应用方面已积累了一些经验。让我从治理角度分享新加坡所学到的经验。
首要经验是,我们需要若干基础支柱来实现人工智能在经济和社会中的目标。
一是可靠的基础设施,包括使人工智能易于获取和有用的软件层。
二是获取优质数据。在ASEAN的11个成员国中,我们建立了《数字经济框架协议》,以制定共同规则和互操作标准,支持跨境数据流动。
三是能力。人员和组织要懂得如何自信地使用人工智能,最大化其优势,最小化其风险。
第二个经验是建立信任的必要性,因为人们不会使用他们不信任的技术。
例如,新加坡已发布关于人工智能模型和人工智能代理负责任数据使用的指南。我们更新了法律以应对人工智能风险。我们还与ISO和IEC等国际机构合作,对生成式人工智能系统的测试方法进行标准化。
但重要的是要认识到,关于人工智能风险仍有许多未知之处。因此,新加坡主办了《国际人工智能安全科学交流会》——来自学术界、工业界和民间组织的专家随后制定了《新加坡人工智能安全研究优先事项共识》。
第三个经验是人工智能可以成为一股重大的向善力量。

《人工智能治理全球对话》等平台可以成为人工智能园丁的社区,培育每个成员国充满活力且安全的人工智能生态系统的能力。
新加坡将继续致力于尽我们的一份力,以使人工智能的益处能够被多数人而非少数人享受。

Co-Chairs, colleagues, and friends,
Thank you for coming together to discuss a very important topic. By now, many countries have some experience promoting AI adoption. Let me share what Singapore has learnt, from a governance perspective.
The first lesson is that we need a few building blocks to achieve our AI goals for the economy and society.
One, reliable infrastructure, including the software layer that makes AI accessible and useful.
Two, access to quality data. Among the 11 states of ASEAN, we have established a Digital Economy Framework Agreement to develop common rules and interoperable standards to support cross-border data flows.
Three, capabilities. People and organisations that know how to use AI confidently, maximising its upsides and minimising its downsides.
The second lesson is the need to build trust, because people will not use a technology they do not trust.
For example, Singapore has published guidelines on the responsible use of data for AI models and on AI agents. We update our laws to deal with AI risks. We also partner international bodies like the ISO and IEC to standardise the methodology for testing Generative AI systems.
But it is important to recognise that so much is still unknown about AI risks. Singapore has therefore hosted the International Scientific Exchange for AI Safety – experts from academia, industry, and civic organisations who have in turn developed the Singapore Consensus for AI Safety Research Priorities.
The third lesson is that AI can be a significant force for good.
The government itself can use AI to be more efficient and effective when delivering public services.
But whether in the public or private sectors, it takes more than big bang announcements and high-profile projects. It is more like the patient work of tending a garden – sowing seeds and removing weeds before the flowers bloom.
The Global Dialogue on AI Governance and other platforms can be a community of AI gardeners growing each member state's capacity for vibrant yet safe AI ecosystems.
Singapore will remain committed to doing our part, so that the benefits of AI can be enjoyed by the many and not the few.
