The Innovation and Technology Commission (HKIC, ITC), established in 1992 as a successor to the Industry Department, is an executor under ITIB responsible for ITF (Innovation and Technology Fund) allocation, the tech talent admission scheme, and I&T policy delivery. HKIC does not own AI strategy, but ITF flows through it into all kinds of projects including AI.
