The Hong Kong AI Research and Development Institute (AIRDI) was announced by Financial Secretary Paul Chan Mo-po in the 2025-26 Budget on 26 February 2025, with a HK$1 billion (~US$128M) earmark. The Legislative Council ITB Panel approved the funding in July 2025, with launch expected in 2026. Positioning: a three-stage "upstream R&D + midstream and downstream commercialisation + use-case expansion". Assessment: HK$1bn is not a large number for a new institute (Singapore's AISG has accumulated S$500M+ since 2017), but it is enough as a 0→1 anchor. Whether AIRDI attracts top-tier talent and whether it competes or collaborates with local universities will decide whether it becomes an international AI research hub or just another local institute.
