The AI Computing Programme (AICP) was announced in the 2024-25 Budget as a three-year, HK$3 billion programme. Mechanism: subsidise local universities, research institutes, and enterprises for using Cyberport's AI Supercomputing Centre (AISC), up to 70% of the list price. AISC began deployment in December 2024; by mid-2025, around 20 projects had been approved and AISC average utilisation was around 80%. Assessment: this is the most surgical line in Hong Kong's AI spend — it subsidises compute consumption directly, bypasses intermediary agencies, and is well-suited to a catch-up time window. Whether the second tranche gets renewed after the initial three years depends on commercialisation outcomes, but the current 80% utilisation is a positive early signal.
