South Korea's edge over Singapore is the "chaebol + semiconductors + framework law" combination: (1) crushing investment scale — ₩100 trillion vs Singapore's S$2bn+, roughly 25x; (2) the chaebol system (Samsung, LG, Hyundai, SK) enables rapid mass AI deployment — Samsung's Galaxy AI hit hundreds of millions of devices in 2025, the largest single-point AI penetration globally; (3) semiconductor manufacturing (Samsung + SK hynix HBM) makes Korea unavoidable in global AI compute supply; (4) the AI Basic Act of 2024 puts Korea two years ahead of Singapore on legislation. Weaknesses: chaebol dominance squeezes local AI startups, English internationalisation lags Singapore, an ageing population erodes long-term talent supply. Assessment: Korea wins on "build it + sell it"; Singapore wins on "govern it + trust it + hub it".
