近來,人工智慧已激發了公眾的無限想象。相信大家對 ChatGPT 已不陌生。這款由 OpenAI 開發的產品展示了 AI 進行近似人類對話、快速生成書面內容的能力。微軟(Microsoft)和谷歌(Google)等科技巨頭也紛紛加入 AI 浪潮,相繼推出由 AI 驅動的搜尋引擎,重新點燃了"網際網路搜尋大戰"。
除成熟科技公司外,初創企業也湧現出大量由 AI 驅動的工具,涵蓋 AI 影片創作工具、自動音樂生成器、能自動將複雜法律語言簡化為通俗易懂內容的 AI 工具,乃至一款可為照片中人臉新增動態效果的工具。
AI 確實已成為重塑社會與勞動力市場的重要驅動力,並在醫療、交通、金融、教育乃至政府等多個領域引發了深刻變革。事實上,我剛才所讀講稿的部分內容,正是藉助 ChatGPT 撰寫的!
企業也正藉助 AI 推動創新與提升生產力,金融領域湧現出大量例項。銀行利用 AI 處理海量資料,預測市場趨勢、貨幣及股票走勢,同時用於欺詐檢測。AI 還被用於自動處理賬戶餘額查詢、密碼重置等日常事務,同時為客戶提供對話式銀行服務體驗。
近期,《福布斯》(Forbes)[^1] 的一篇文章指出,銀行正運用生成式 AI,根據客戶的銀行行為建立新的客戶細分,並分析客戶與客服人員之間的對話,以實現產品的向上銷售或交叉銷售。儘管近幾個月來 AI 受到越來越多的關注,但 AI 技術並非新生事物。二十五年前我學習計算機時,機器學習與 AI 的討論就已存在,只不過近年來才真正迅猛發展。事實上,政府本身也一直將 AI 視為重要的轉型力量,並自 2019 年起實施《國家人工智慧戰略》(NAIS)。
根據該戰略,AI 人才培育被確定[1](報告全稱:麥肯錫"State of AI in 2022")為優先事項。迄今為止,我們已取得良好進展。"科技技能加速器"(TeSA)計劃自 2016 年以來,已在 AI 與資料分析崗位上安置並培訓了逾 2,600 名人員。
AISG 還與各企業合作,培訓新加坡中途轉行的人才,幫助其投身優質 AI 相關崗位。目前,已有逾 230 名 AI 學徒通過 AISG 的 AI 學徒計劃(AI Apprenticeship Programme)完成培訓,其中約 90% 的學員收到兩份以上工作邀約,近期批次學員的薪資漲幅接近其末次月薪的 25%。為滿足業界和新加坡人的強勁需求,AISG 計劃在未來五年內將培訓的 AI 學徒人數翻倍。
部分新加坡人在聽聞亞馬遜(Amazon)、Meta 和 Twitter 等大型科技公司近期裁員的訊息後,詢問我科技行業是否仍有良好機遇。我個人的看法是:尤其對於具備 AI 專業知識的人才,市場需求十分旺盛,這一需求將持續增長,在金融服務、物流與醫療等領域尤為突出。
例如,麥肯錫(McKinsey)最新發布的《AI 現狀》[^2] 報告指出,全球科技人才短缺"未見緩解跡象",已影響部分企業將技術應用於工作流程的計劃。彭博社(Bloomberg)近期的一篇報道也指出,隨著 ChatGPT 等 AI 驅動專案的推出引發對該技術的廣泛關注,全球 AI 人才短缺狀況愈發嚴峻。
政府將繼續與業界攜手合作,確保我們的勞動力具備把握 AI 機遇所需的技能。因此,我很高興宣佈推出"人工智慧與資料分析"(AIDA)人才發展計劃,以及支援該計劃運作的 AIDA 人才聯盟。該人才發展計劃旨在擴大金融領域 AIDA 人才的供給,是 2021 年啟動的"金融領域國家 AI 計劃"的組成部分。
要使人才發展計劃取得成功,政府與業界須緊密協作,深入瞭解行業的具體需求,從而採取有針對性的措施彌合現有差距。這正是人才聯盟的價值所在。聯盟由多家金融機構、成熟培訓機構及各高等教育學府(IHL)組成,將向 MAS 反映金融行業在各類 AIDA 相關崗位上的人才需求。
通過該聯盟,MAS 還將與各高等教育學府及培訓機構合作,開發針對性課程,以填補現有技能缺口。聯盟的另一附加價值,在於其能夠開發以真實案例研究為基礎的實用培訓與學習資源。
此類政府與業界的合作至關重要,能夠確保推出切實有效的干預措施,以應對當前的 AI 人才制約。這一平臺將使 MAS 能夠與金融機構(FI)及各利益相關方攜手,強化並共同策劃培訓干預措施,提升課程與行業的關聯度。
最後,我衷心祝願 MAS 與 AIDA 人才聯盟各成員建立富有成效的合作關係。新加坡成為一個充滿創新活力、與全球市場緊密接軌的人才樞紐,機遇無限。政府與業界的合作至關重要。通過攜手共進,我們可以在這片"小紅點"上共同構建充滿生機的 AI 人才、創新與實驗生態,為新加坡人創造大量優質就業機會。感謝各位的支援,期待未來聽到更多激動人心的新進展。

Ladies and gentlemen
Recently, AI has captured the public’s imagination. We would all be familiar by now with ChatGPT. Developed by OpenAI, it has demonstrated AI’s ability to seemingly engage in human-like conversations and quickly generate written content. Tech giants like Microsoft and Google have jumped on the AI bandwagon, introducing AI-powered search engines, and reigniting the “Internet Search Wars”.
Beyond the established tech companies, there is also a proliferation of AI-powered tools created by start-ups, ranging from AI-powered video creation tools, automated music generators, an AI tool that automatically simplifies complex legal language into something that laymen can understand, and even a tool that allows you to animate the faces in photos.
AI has indeed become a driving force in reshaping our society and workforce, and has revolutionised various sectors, from healthcare and transportation to finance and education, and even Government. In fact, part of my speech that I had just read was composed with the help of ChatGPT!
Businesses are also turning to AI to drive innovation and productivity. We see many examples in the financial sector. Banks leverage AI to process large amount of data to predict the market trends, currencies and stocks, as well as for fraud detection. AI is also used to automate routine tasks such as account balance inquiries and password resets, while providing customers a conversational banking experience.
More recently, a Forbes[^1] article highlighted that banks are using generative AI to create new customer segments based on their banking behaviour and to analyse conversations that between a customer and the support agent in order to upsell or cross-sell products. While we see an increased attention to AI in recent months, AI technology is not new. When I studied computers more than 25 years ago, there was already discussion around machine learning and AI, but it has really taken off in recent years. In fact, the Government itself has been looking at AI as an important force for transformation. It has implemented the National AI Strategy (NAIS) since 2019.
Under the strategy, the development of AI talent was id[1] Full name of report: McKinsey’s “State of AI in 2022”entified as a priority. We have since made good progress. The TechSkills Accelerator (TeSA) initiative has placed and trained more than 2,600 individuals in AI & Data Analytics job roles since 2016.
AISG has also partnered companies to train mid-career Singaporeans to take up good AI-related jobs. Over 230 AI apprentices have been trained under AISG’s AI Apprenticeship Programme, with about 90% receiving more than two job offers and recent batches receiving salary increases of close to 25% of their last drawn salary. To meet strong demand from both industry and Singaporeans, AISG plans to double the number of AI apprentices trained over the next five years.
Some Singaporeans - who heard about recent layoffs by big tech companies like Amazon, Meta, and Twitter - asked me if there are good opportunities in the tech sector. My own view is that there is great demand, especially for those with AI expertise, and that demand will continue to grow, especially for those in domains like financial services, logistics and healthcare.
For example, McKinsey’s latest “State of AI[^2]” report highlighted that the global tech talent shortages show “no sign of easing”, which is impacting some companies’ plans to adopt the technology for their work processes. A recent Bloomberg report also highlighted the acute shortage of AI talent around the world, resulting from the increased interest in the technology following the introduction of AI-powered programmes like ChatGPT.
Government will continue to partner the industry to ensure that our workforce have the necessary skillsets to seize such opportunities in AI. I am therefore happy to announce the launch of the Artificial Intelligence and Data Analytics (AIDA) Talent Development Programme, and the AIDA Talent Consortium, which will support the programme’s work. The Talent Development Programme aims to increase the supply of AIDA talent in the financial sector. This is part of the National AI Programme in Finance which was launched in 2021.
For the Talent Development Programme to succeed, Government and industry need to work closely together to understand the specific needs of the sector in order to introduce targeted approaches to close current gaps. This is where the talent consortium comes in. Consisting of various financial institutions, established training providers, and Institutes of Higher Learning (IHLs), the consortium will inform MAS of the talent needs of the financial sector in various AIDA-related roles.
Through the consortium, MAS will also be able to work with IHLs and training providers to develop specific programmes to address current skills gaps. Another value-add of this consortium would be its ability to develop practical resources such as real-world case studies for training and learning.
Such Government – Industry partnerships are essential to ensure that the right interventions are introduced that would address current AI talent constraints. Such a platform would allow MAS to work with FIs and stakeholders to enhance and co-curate training interventions to improve the industry relevance of curriculums.
In conclusion, I wish MAS and the members of the AIDA Talent Consortium a meaningful and successful partnership. The opportunities are immense for Singapore to be a talent hub of innovation and vibrancy that is relevant to the global marketplace. Industry and Government partnerships are going to be very critical. By working together, we can create a vibrant ecosystem for AI talent, innovation and experimentation, and create many good jobs and opportunities for Singaporeans, in this Little Red Dot. I thank all of you for your support and look forward to hearing many exciting new developments in the future.
