Taiwan's AI spend is characterised by a "large industrial pool and a small dedicated government line": (1) AI Taiwan Action Plan 2.0 cumulative FY23-25 government appropriation is roughly NT$42bn (~US$1.3bn); (2) the Ten Major AI Infrastructure Projects target NT$1.5 trillion (~US$51bn) over 2025-2040, covering compute centres, robotics parks, talent pipelines; (3) the FY26 dedicated AI line is NT$30bn; (4) NT$10bn is earmarked for AI startup venture capital; (5) private spend (TSMC FY25 capex ~US$42bn, of which the AI share is not separately broken out) far exceeds government commitments. Assessment: on a like-for-like dedicated-government basis, Taiwan is comparable to Singapore at the S$2bn order of magnitude; once TSMC manufacturing capex is added the total is 30-50× Singapore — that is an industrial-structure gap, not an AI-policy intensity gap.
