AI Taiwan Action Plan 1.0 was launched by the Ministry of Science and Technology (predecessor of NSTC) in 2018 as Taiwan's first national AI action plan. Five pillars: talent optimisation and expansion, technology cultivation and industrial development, comprehensive operational environment, enhanced international influence, addressing humanities and social issues. The 1.0 era focused on AI Innovation Research Centres (AICN) and the four AI hubs at NTU, NTHU, NYCU, and NCKU. Assessment: 1.0 was the foundational era — moving Taiwan from "AI policy vacuum" to "framework in place". Its execution pace was slow; 2.0 raised the cadence. This "two phases, ten years" gradualism is slower than Singapore's NAIS 1.0→2.0 cycle but penetrates industry more deeply.
